In a large pot over medium high heat, saute the oil, onion, carrots, celery, garlic, and bay leaves for 5 minutes or until vegetables are tender.
Add peas, barley, salt, water, potatoes, and remaining ingredients. Bring to a boil.
Simmer uncovered for 3 hours, stirring occasionally.
